Upgrade major version of the platform, including changing the database to use DateOnly in place of DateTime where appropriate.

• Some images showed faint banding, especially in moody skies, this has been fixed.
• Monochome images were being converted to grayscale, they are now left as colour sRGB images.

The main change in this release is the addition of support for Pictures projection software.

• Downloads in Pictures format names files with a number then the author followed by a '%' sign and the title.
• Upload of the CSV file output by Pictures for a completed competition.
• A PreJudge format is now available for download, the creates a ZIP file which contains no author information. The images are named sequence number and title, the spreadsheet only contains titles.
